Bumps in the road

I don't know the first (or last) thing about road construction or resurfacing, but I do know that making turns from or to Venango Avenue and McClellan Street nearly anywhere in Cambridge Springs requires drivers to take their vehicles over a rather significant bump. Side streets and driveways are still a few inches higher than these main arteries—and have been for around a month. Perhaps there's a really good explanation behind why PennDOT/their contractors haven't finished this job yet, but I really hope they are planning to do so soon. I thought maybe this sign on Steele Street might shed some light on the delay, but alas it's too hard to read:

Penndot subcontractor are putting in handicapped accessible crosswalk. When they are completed, Penn Dot will finish paving of the streets.
